This would be a huge blow to environmental education. In the just-released 2003 budget proposal from the White House, environmental education has been labeled "ineffective." The budget calls for a reorganization of the U.S. Environmental Protection Agency (EPA), with environmental education funds being reallocated to the National Science Foundation. The explanation in the proposed budget states, "This program has supported environmental advocacy rather than environmental education. The budget transfers funding to the National Science Foundation's math and science programs so that a consolidated program can better serve educators and students." On Feb. 7, the brand spanking new City Council Sanitation Committee held its first hearing. (Heretofore, all solid waste issues were covered - when they had the time - by one environmental protection committee; now solid waste issues get this committee's full focus.) The first people they called up to testify were the 5 of us from the NYC Waste Prevention Coalition. The chair and the new Councilmembers seem to be all for waste prevention and other things we've wanted for a long time. They already had introduced their first bill - agency environmental procurement and waste prevention practices. This is the same bill that died, for the second time, as Mayor Giuliani and the old City Council left office.
